There are 2 more Buzzworthy Bumblebee reveals from Target today. They have NEST voyager Bonecrusher and NEST deluxe Ratchet. They are basically grey redecos of the previously released SS toys. All can be preorders at the links below:

The repaint of that Ratchet makes him look like Lockdown, mostly in the face. It's kinda weird.
I'm not really into repaints of characters when it's just something like "Night Edition" or "Stealth Mode" sort of versions of characters. However I'm really feeling that Bonecrusher repaint. I already have his SS figure, and I love it, but I kinda want this too.

Likely a marketing thing.
Old product but with a new deco in new packaging counts as new product and so the store is more likely to pick it up. Not to mention it's technically not accurate to anything from the movies ergo it wouldn't fit Studio Series, and since Legacy doesn't have any characters from the live-action film series (since Studio Series already accomplishes that) it would instead be more fitting to release it in BBB.
Plus BBB being limited as-is probably also helps save costs with producing these rereleases/redecos since it's not being mass produced for every store.
That's my best guess at least

I don't really understand any of your complaints. Buzzworthy has had a ton of Deluxe movie figures in it, we even got some two packs that refreshed some harder to find figures like Barricade, Dropkick and Stinger, got new molds like Core Bumblebee and Origin Bee, and heavy repaints like SS86 Kup and Cliffjumper. Plus Buzzworthy is just a banner over multiple lines and multiple series, we've even already had Legacy represented with the Creature 4 pack, Dinobot, Terrorsaur and Silverstreak. They absolutely fit right in with Buzzworthy which has become Target's home for random exclusive repaints, why on Earth would you want them taking up rare slots in Legacy?

Legacy would not be more fitting for Bayverse toys.
However, I do agree with your statement that there is no distinction of lines. It's a fact, there isn't. Someone who's collecting G1 Generations style figures needs to keep an eye out for what is coming in the Velocitron, Buzzworthy, Selects, Legacy and SS86 lines.
That's just how Hasbro chose to do it since general retail can only accomodate so many slots. They are basically just releasing as much product as possible. But fans have sites like this to know what is where, along with the internet in general. So it doesn't cause any problem. That's just how TF collecting has become.

Fellow Seibertronian JT Prime posted that there are shipping manifests currently stating that Studio Series 38 Bumblebee Movie Optimus Prime is in US ports. So this means that this toy is also getting a reissue. It is supposedly in the Buzzworthy line which has been the place for Studio Series reissues since wave 1. Studio Series Movie 1 Megatron is also said to be in ports. With ports being backed up, there is no specific time known for when these will hit stores.
All these toys sold very well previously and those who didn't get them are paying premiums on the aftermarket (even that Megatron will now cost you over $50 + shipping) so it's nice to see they are getting reissued. We hope this is good news for you!
