Looking at the comic closely, it looks like it's not just a new version of Brave Maximus, but rather it's based on the limited Robot Masters release! Master and Zebres are the names used for the smaller components, plus the power source Solitarium gets a call-out.
And it looks like it ties in with another story involving Cloud World and the Zamojin (the EX Deadlock chapter, which accounts for Skids' presence as well). Devil Gigatron either had a run-in with them or heard of them, resulting in a change of heart that Black Convoy is not too happy with. The resulting fight reduced him to a protoform-like state which resembles a Titan Master.
We'll probably see how he gets his new body in the next part.

Master and Zebres are mentioned as being with the original Brave Maximus back on Earth, with Solitarium powering that one. After. The Car Robots cast all came from the future. Firebolt and Recoil are actually based on Fracas and Pinpointer respectively. Neither G1 design was used in the anime, but the Fracas one is in the manga.

And we still havent had Misfire but... uuuuhhh it's gonna ruin the cockpit on the top of its awesome jet mode like triggerhappy does.

I bet Sixshot still retains the gun form.

More than likely, because movie. Takara wanna focus on their TLK line while it's hot and hence are putting Legends on hold for now.

Best guess, TakTom waits to see what Hasbro does then goes to work on how they can improve upon it (partially to justify the higher price-point).
Like, "Ok, PM Prime looks cool. What can we do to it to make it a $60 toy AND make it appealing to Western fans who'll possibly import it?"
