Not everyone. Instructions and their Quality Control has been an issue of late, as many figures in the RotF lineup are missing instructions There are also people buying figures from others, and many of those don't come with instructions. It's all a matter of convenience, and that's what TakaraTomy is trying to demonstrate.

What Blurz said, and as for the website It's not overly complicated.
Someone could probably make it quite cheaply, especially if they work solely for TakTom. The most expensive part would be the hosting in this case, but I'm sure that'd be covered by TakTom's previous websites.
Simply put, would the costs spent on this website be able to get a whole new toy mold for the RotF line? Not likely.

There's even a mod that'll let you cut off two small pieces of plastic (not even noticeable) that allows the wheels on his shoulders to come forward more.
Fortunately, they got Skids right. I don't know of any other way to make him more compact, really.
