He isn't appreciated enough. I myself was very underwhelmed by him (especially the plastic, he felt super cheap) and Thew wasn't impressed either.
So please tell me, since I am super curious, what is so great about him? Why should I appreciate him more? I definitely want to since I paid money for him.

I'm a fan of the whole idea of Target Masters and Head Masters, and the fact that Hasbro will go to the trouble to give us a figure like this means we might get more, like Slugslinger, Pointblank, Sureshot, Misfire, and Quickmix, to name a few. Updated versions of older characters are always welcomed by me, even if the character wasn't well known, like Skullgrin and Straxus. Sort of like Hasbro is testing the waters with a lesser known character like Scoop. It also shows that Hasbro isn't going to half-@zz a figure in the Generations line just because it's a more obscure one. Sure the plastic feels off, he's light, and has hollow bits, but he's got 15 points of articulation on him, and neither the robot mode or vehicle mode suffer because of it.
I agree. Something about his colors and sculpt are very retro. I love his G1 feet, and nice head sculpt. I like that his head is in the drivers seat in dozer mode. Hasbro wins, in my mind, but I almost kinda wanna buy the Takara version so I can frankenstein myself the ultimate wind blade.
EDIT: Oh yeah, forgot to mention Hasbro's sword looks waaaaaayyyyy better IMO.
