Marketing, and the fact Hasbro doesn't want to lose the Megatron name. Besides, outside of a breif glimps of the hand, we really haven't seen a screen shot of Megatron in this film.

Again, it could be because Hasbro doesn't want to lose its copyrights on the name.
4.if he only appears in the past,how does starscream's bio say that he brings megatron back?
It's been a LONG Transformers tradition that the bios on the toys don't usually match with what we see in the movies or TV series.
Besides, think about this: why would
Starscream of all Decepticons want Megatron back. Soundwave maybe, but
Starscream?5.why the hell did hugo weaving confirm his ressurection has something to do with that smallspark?
Misdirection again?

Or maybe the smallspark is what is responsible for Sam's vision. The whole movie will make things more clear.
