*sigh* Mayor Luskey is an odd case. He's not completely unintelligent nor is he mentally deficient, but he has made a lot of poor (sometimes bad) decisions. When the show makers talked about the show's lack of stupid characters, they used Homer Simpson as an example of what they meant. And in a way, they're right. Mayor Luskey isn't that kind of character. He isn't a bumbling comic relief doofus whose sole existence is to do stupid stuff for humorous effect, as he is capable of being competent and doing what's right. It's just that either circumstances beyond his control or his own character flaws have made him a victim of misfortune time and time again. I guess, when we take the mayor into consideration, there's two kinds of stupidity. The kind found in such characters as Homer Simpson, Peter Griffin, Patrick Star, and Stimpy, and the kind found in Mayor Luskey and Sky-Byte.
