Transformers Prime Shockwave, and.....
Hmm. I don't think they've announced the actual name of this very shiny character yet.
Overall, it's your basic two guys standing there pose. I liked the chance to get some lens flare in there, along with more molten slag, and the barrel rim of Shockwave's gun arm still red hot and smoking. Atmosphere, sparks, and distant burned out buildings tie it all together.

Well...Ratbat was a Mini-Con representative on the High Council. Not sure it would be him. Even if he did surrender to the Decepticons, I'd expect him to be smaller in Prime rather than a little under Shockwave's height.

Then again...we did get this size change:

Scorponok maybe... Grimlock Hall of Fame bio mentioned him as the one responsible for damaging his vocoder, how that gels with Fall of Cybertron, I dunno

Scorponok isn't in the Aligned Continuity yet. The Hall of Fame bio was referring to G1 Grimlock, not Aligned Grimlock.

Hasbro said that the Hall of Fame bios were based around the new continuity, Grimlock's said he and the Lightning Strike Coalition were reformatted by Shockwave, which has only happened in the Aligned continuity

Thank you. That's not what we're talking about.
The Hall of Fame are not strictly Aligned content. The Hall of Fame characters are cross-continuity character concepts. They don't have a specific place in a continuity, they are strictly generic. The bios are mentioning specific elements from the current "Aligned" continuity in others.
Scorponok still doesn't exist in the Aligned-verse [yet].

Isn't that other dude a yellow version of the recently-revealed Predacon Lazerback (I think that's his name)?

This guy has a tail, claw, or gun emerging from his back and wings. Lazerback has none of these traits. Also, this guy's head is lower into the collar, complete with a different torso and shoulder kibble.
