Decidedly the former.
I'm pretty sure these aren't even plastic; just CGI models.

Notably, Chase is closer to how he appears in the cartoon, and Heatwave has a hose accessory and different head. All four main Rescue Bots have different decos. Old prototypes or possible changes?

Ah, I see. I'm not too up on the Rescue Bots. The code should still be good though.

Its a shame that HTS doesn't even have a listing for Blades or Boulder on their own site.

Well that's very cool, but if Blades were both available on HTS it would be better. Might pull the trigger on Chase, my boy's b-day is in a month.
Edit- Chase is on HTS but sold out, nice. I'm hoping that they'll have more of everything when they release the SDCC stuff.

Chase, Blades, and Boulder have all had pretty lousy distribution. I saw Chase a few times at retail; Boulder maybe twice; Blades just once, I think. HTS had all of them last November and I snagged them then. The Rescue Bots have been some of my son's favorite toys.
Of course, Bumblebee, Optimus, and Heat Wave have been pretty easy to find. And only one of those is actually a regular on the show. If the Rescue Bots TV show is supposed to help sell these toys, the execution of that concept has been abysmal when the nearly all of the toys for this property that one finds aren't even on the show (or are barely on it).
I was pretty disappointed with what I saw in the SDCC photos here. Rereleases with transparent blue parts? Yawn. Another lame playset? Sigh. Hey, Hasbro, here's what my 4-year-old asks for: a Morbot and a robo-baby.
