They did, hence why Hasbro Trailbreaker has painted hubcaps, and thats probably the same toy we see in the pic.

The only deluxes with unpainted hubcaps are the military and civil service vehicles...but hey, who am I to judge if you want shiny things on your combat units?
Wheeljack looks MUCH better with the chest paint. The black shoulders and forearms also help to break up the boringness.
