That seems to be the thing with the villains in this show. Regular appearances by the more obscure villains who haven't gotten as much mainstream exposure or attention outside of the comics, while building up to appearances by more major, mainstream villains for really large, significant events.
Oh, and I hate to double post, but even the last line is now false. The whole "no a-listers except as arc villains" thing is out the window, since Deathstroke and Killer Croc both got their own episodes.

Cletus Kasady was modeled after the Joker. It's like saying Mongul makes you think more of Thanos than Darkseid. (Mogul was based on Thanos, who, in turn, was an admitted rip-off of Darkseid)

So I've been told that the reason why the heavy hitters aren't in this show is due to something called "the Batman embargo", which limits the appearance of Batman characters to one show at a time, and all the famous characters were apparently already reserved for Young Justice while this was made.
If that really is the case, wow, so it looks like Batman is DC's Spider-Man, he has most of the good villains shithead characters like Daredevil need to steal to not suck that much.

Considering they hired writers who clearly had no idea what they were even writing (Which I have to assume, since they completely gutted damn near every character's backstory, personality, motivation, design, and MO) this wouldn't have been the first idiotic choice WB has made.
The first was canning Young Justice and GL and replacing it with this crap and Teen Titans Go.
