There is absolutely no way of knowing. Blackout never fought another Cybertronian in the first movie. Grindor never blew up a military base in ROTF. Plus, he's a clone, they'd be equal anyway.

Id say blackout because his emp gun is quite powerful

Blackout didn't die as soon as he appeared
grindor died when optimus ripped his face up

elapsed screen time*= roughly 10 mins total

Blackout
elapsed screen time= roughly whole first movie

*based on when they first showed up on screen till when the died.

Blackout has more firepower. Grindor is stronger, more intelligent and is a 'master strategist'. I wonder if Grindor can out-think Blackout? If not, Blackout takes it.

I'm erring on the side of Grindor here. Assuming there are no complications, he should be able to take down his 'brother' helicopter warrior.
