Profile: Hailing from Crystal City, Cipher’s scientific background ranged from simple theoretical physics to his specialty in both cryptography and paleography. He longed to decode the ancient scripts held in the Hall of Records. Day after day the mech would toil away at his duties all the while planning a visit to the Hall. He had already made the arrangements for his journey and was just waiting to get the time off that he had requested.
Vorns passed until he was finally capable to making the trip to Iacon. Upon his arrival he was warmly welcomed and brought into the Hall of Records without hindrance. Cipher spoke with one of the archivists for what seemed like hours until he was approached by another archivist, this mech was much older and held an air of dignity. He graciously greeted the scientist, but he turned Cipher away. He had claimed that the churning of the political issues combined with the threat of possible infiltration by ones who wished to destroy the Hall from within made it necessary to turn anyone who did not work within the Hall of Records away.
Cipher pleaded repeating that he was just a scientist and wanted a chance to study the ancient texts of their people. Again the old mech refused, and simply left the scientist standing alone in the entrance hall. On his trip back to Crystal City, Cipher tried to come to grips with what had occurred, but it just seemed too impossible to believe.
As time went on he grew bitter with the rules that governed every aspect of, not only his, but everyone’s lives. With his nose stuck in his work he overheard news feeds that were being broadcast over the lab’s systems. It seemed that there was a mech causing some kind of uproar at the council chambers. Cipher grew curious and after doing a bit of research found the mech. Megatron spoke of giving the planet back to its people, something Cipher agreed with wholly. The scientist has been a part of the Decepticon ranks since that moment.
After the fall of Iacon, Cipher sought the opportunity to retrieve the ancient texts and other historical writings for his own. The scientist now spends countless cycles studying and decoding his treasures along with providing the Decepticons with anything he can create.
Abilities: Cipher is exceptionally intelligent with a penchant for cryptography and paleography. He is capable of deciphering and decoding all forms of ancient and present day Cybertronian languages.He is also an accomplished historian. In his alternate mode, Cipher can reach a top speed of 250mph with a range of 1,700 miles. Cipher is equipped with two laser-guided AGM-114 Hellfire missiles which possess a highly accurate anti-armor and anti-personnel engagement capability. Cipher can also make use of his laser designator and laser illuminator by focusing them on an Autobot target and letting the Decepticons decimate it. He is also equipped with full motion and video sensors which he can utilize in different situations.
Cipher seems to have the abilities gifted to Outliers. Like other Outliers he possess an unusual design quark that has no link to his alt mode or function. Cipher's ability lies in cognition. He's able to see remnants of past actions. He calls this "reading the room". At times the visions are all too clear while with others he can only "read" parts of the past. Cipher is also able to catch sounds during his readings. Cipher tried to keep his ability secret but during a war this has gotten harder.
Weaknesses: Cipher is no fighter, and by no means is he a warrior. He is a scientist whose only wish is to study. This make it difficult to motivate him to perform any task not related to his scientific field. In his alt mode, Cipher is a slow flier, but he is also a silent flier.
