If it was shipped USPS, the postage should be on the box.
Fender Bender, in all fairness, you should have at least contacted the seller before leaving feedback. I once screwed up packaging something (I had to disassemble something to fit it in the box and didn't even think about not having instructions for her) and the buyer let me know of her displeasure before giving me a neutral. That was totally my fault and there wasn't really anything I dould do to resolve it so I didn't dispute it. Although, giving a negative in response to a neutral is very jerk-ish on that guy's part.

Oh I see, so one of the reasons you were pissed is because you believed you overpaid for shipping. With $10.99 shipping, the seller could have sent the package via Priority Mail and you'll get it in 2-3 business days.
Do you know if he sent it right away, or did he wait a few days?
The reason I ask is that I usually use USPS First Class Mail for small items, and stuff arives pretty quickly, usually within 3 business days. Sometimes it will take a week, but that's not very often.
However, I recently sold a softcover book on ebay and sent it via First Class Mail. It was going from MI to PA. The buyer paid for on a Friday, and I sent it same day. However it did not arrive until the next Saturday.
Most buyers are patient, but this one wasn't, and she even emailed me asking why it took longer than the "advertised 2-5" days.
She eventually left me positive feedback, but stated that the package took more than 2-5 days to arrive.
Now this wasn't clearly my fault. I even put in the effort to mail it out the same day she paid for it. The mail was just slow, I had no control over that.
In the listing ebay even ststes that "* Sellers are not responsible for service transit time. This information is provided by the carrier and excludes weekends and holidays. Note that transit times may vary, particularly during peak periods."
That's what ebay wrote, not the sellers.
So naturally, I was pissed. Like I said, I went to the Post Office the same day I got payment. I was tempted to leave neutral, hell, even negative feedback for the buyer.
But I took some time to cool off, and then thought to myself, the buyer did leave positive feedback. So I decided to leave her postive feedback in return, but instead of writing praising comments like I do for others, I just wrote something simple like "Thanks for the payment."
I know that if I was younger and less mature, I would have left a negative.

I'm not angry with this person; I'm usually one of the best buyers on eBay and I would normally not care about it taking a week to get my package.
The problem is that I spent $10.99 for shipping and handling and that amount was not truly used to the best of the seller's ability to get the item to me 1st class as they had stated in their auction.
I see and agree with what you are saying about the seller having no control over the post office, but the seller didn't use all or even most of $10.99 to speed up delivery.
