I think it has more to do with a low-production run mentality rather than the stubbornness of fans.
Thats true, but with the exception of Machine Wars Megatron, have you noticed Renderform has avoided upgrades for Botcon figures ?
Well, those Megatron upgrades were on clearance for awhile... ToyDojo still has a few. I think it's fair to speculate Azim's had more success with retail release upgrades, especially those he keeps in house and doesn't pass along to retailers. That's not to say TFCC/BotCon buyers are stuck in Hasbro's world, but there are more likely a confluence of reasons (lack of awareness, spending priorities, Azim's sporadic and oft-delayed release schedule) that people don't buy the Botcon upgrades.
