A Fan dubbing group (Star TV?) dubbed most of the Headmasters series (and a few episodes of Masterforce) in English. I'm not sure that there are DVD players that can play both PAL and NTSC output, but it would be logical to have them, especially seeing as it's pretty much standard that Television sets can now output both NTSC and PAL formats. Chances are that if they do exist they would be more expensive than your standard DVD players.
