Answer: they are modeled after human beings. And last time I checked, female human beings HAVE breasts.
Well, technically human males have breasts, too. (Warning, while that link is to a Wikipedia article, it
does contain photographs of breasts. So it may be considered NSFW.) They just aren't typically as pronounced or as well matured as those found on females due to the lower estrogen levels males have.
And for that matter, not every adult female is the same. Not all of them develop the, if you'll pardon the expression, gigantic bazoombas such as the woman in the photo you chose to share. There are adult females with mid sized breasts, or small breasts. Or even some who are still flat chested as an adult. And there is nothing wrong with that. That's just the natural variety of the human breast.
So the ladies of Victorion aren't the most well endowed in the chest department. Some may even say they are flat chested. That doesn't mean that they are less women then bots who do have breasts. And if this was the only thing "wrong" with these toys, it wouldn't stop me from buying them.
(Rather, I'm just not buying Victorion because I don't like the toys overall. But breasts or lack thereof never entered into it!)
