It's actually a scrapped figure from around 2011. They were planning on making a FAB/simple TF line with G1 style designs. It got scrapped and only that starscream ever got to the proto phase.

It's really too bad that old BTS version is such garbage. I have him in alt. mode amongst my cassettes and transformed him again just for kicks and placed him with my cons. It just doesn't work at all.

Yeah, "Upscaled" and "Downscaled" are a bit of a misnomer. All Hasbro did was reuse the general transformation and bits of the general design, and apply it to a figure of a different size (either larger or smaller). Do we have a word for that?
