Yes, the DS & PSP have downloading capabilities, but they are too primitive for the amount of Information in that DLC. Free downloads & paying money for content are 2 very different things. You don't have to pay for Cheezburger.com, but you DO have to pay for Steam. Not really. The DS does potentially have the ability to download DLC, but I don't know that any game uses it. Even so, the thing about the handheld versions is that they're very very different from the 360/PS3/PC versions. They would have to make the entire DLC pack a second time for DS, then a third time for PSP.

Also, you never actually download any of the event items in Pokemon. The data is already there, even the code to unlock it isn't downloaded.

Not all DLC. I know the Mass Effect and Mass Effect 2 DLC all have to be installed, the data isn't in the game by default. The Borderlands DLC packs are the same way too, I think.
