Looks like a regular screw, which means you can use an ordinary Philips-head screwdriver (or a crosshead as we call it in Dutch). Be sure to get one that's small enough, and try both directions.

I'd be careful with WD40, maybe instead of just spraying it up in there, spray some on a q-tip and apply it that way.
It might also be useful to try another screwdriver. Sometimes if you can find a flathead driver that fits it can help apply more torque to a stubborn philips head screw. Phlips tend to slip easily (and are apparently designed to be that way).
