To add to what waaaaghlord said, Even their toy stechspec bios refer to them having originated on Cybertron; particularly Snarl's bio. As you can see from Snarl's bio, he was originally from Cybertron, and wishes to return. All of the Dinobots originally came from Cybertron. Also, according to the DW comics, the Dinobots came to Earth after the Ark left. And had, in fact, come following the insecticons in search of the missing Autobots and Decepticons. This is explained in issue #8 of the ongoing series. They landed some time in the prehistoric past while the TransFormers on board the Ark were in stasis lock buried in the mountain side.

Likewise, Megatron's comments about building the Constuctions in the cartoon, I always took it to be that they were rebuilt and had their personalities installed kinda like how Starscream revived the Combaticons.
