I'm really only interested in Season1 up to and especially including the movie. And I'm fine with including other lines like Energon and 3rd party products in my Neo-G1 collection. So that leaves:
Hauler *
Hoist
Skids
Huffer
Gears
Devcon *
Chromia *
Moonracer *
Firestar *
Elita One *
Alpha Trion *
Dion *
Slag
Sludge
Snarl
Streetwise
Groove
First Aid
Hot Spot
Blades
Defensor
Steeljaw
Ramhorn
Laserbeak
Buzzsaw
Motormaster
Dead End
Breakdown
Drag Strip
Wildrider
Menasor
Shockwave
Blitzwing
Ratbat
Gnaw
The ones with asterixis are toon only and don't really count towards completion for me ... but would be nice to have. Also, this is my own PERSONAL list and it's set to my own personal standards. For instance PE made Lazer, Buzzer, and Kingbat .... but I'm not very keen on them to represent Lazerbeak, Buzzsaw, and Ratbat. And ditto Energon Shockblast for Shockwave, BTW. And it also includes guys I don't have for instance: Botcon Alpha Trion would count, but I don't have him, so on the list he goes!

Yeah, I am down with this.. Classics would be complete when they release a remodeled version of pretty much every G1 Tf.. Including Headmasters and Pretenders.
Think for yourself, don't let the magic TV box and social media do the thinking for you.
Question EVERYTHING!!
Just because you have a youtube review channel doesn't make you special.
I look forward to attending a Botcon soon only to settle matters with several idiots in person (yes this is a threat).

The 1986 movie was the downfall of Transformers in the '80s and I couldn't care less about most of the characters that were introduced in or after it. I'll take'em if the toys are cool, but I would be completely happy with a decent set of Dinobots, Constructicons, Optimus, Megatron, and the rest of the earliest Autobots and Decepticons.
The chances of that ever happening? Next to nil. But if it does, I'd seriously consider selling everything I own from other lines and ending my collection right there.

precisely.
I know this won't answer the question but on thing that made me dive into this line was the sheer prospect of it being continuous line. we have the character from G1. then along the way, there's also from other source (comic, etc).

It's not rocket surgery Hasbro. Get on it. It doesn't take a brain scientist to figure that one out.

This isn't all of my "Classics," but here's a few pics.
Autobots, season 1:

A larger Trailbreaker would be prefered, and he will be replaced if they ever make one. Also, need a Gears. Other then that, I am happy with this little collection. (Oh, and Grapple is subbing for Hauler, here.)
Decepticons, season 1:

Autobots, the movie:

I do have a Classics Grimlock, but I think the Masterpiece, in Dino-mode, scales a bit better with these guys. So I tend to have Classics Grimlock hang out with my pre-movie guys.
Decepticons (and Unicron), the movie:

Not something I consider a seperate collection (since some of these are needed in the above groups) but as a bonus picture, I bring you...
Battle of the Legends Class!

Fighting for dominion over my girlfriend's dining room table!

Well, a "Classics" style Soundwave can be yours if you don't mind going third party (Sonicron) or bringing in an expensive import from another line (Music Label Soundwave, see the pic I posted above.) Not that I'd complain if an actual Classics style Soundwave came out...
I will also strongly agree on Shockwave (although it would have not been my ideal, I'm surprised they never tried a repaint/retool of Classics Megatron for this) and Blitzwing. Especially Blitzwing. Now that we finally have all six main Seekers, how about giving us the third Decepticon Tripple Changer, Hasbro?

But I'll third Shockwave and Blitzwing! I think we're close to a Shockwave release seeing as he was in Animated and RotF, but ... you never know, really.
Edit:
You know, being "complete" is different from being "perfect". They could easily make better figures of, say, Galvatron or Octane ... but those figures are still done.

I would certainly love a better Classics Galvatron! I really need to review him for my website one of these days, as most everything has been pretty gushingly good thus far (can I help it if I tend to try and be sure I'll like a figure before I buy it?) and I'd hate people to think I can say no ill of any of these toys, ha ha. Don't get me wrong, once you pose him, put him on a shelf, and leave him alone he's not bad. But Classics Galvatron is utter fail as a toy.

As a Galvy fan, I would not say no to a new version of that guy. But after getting Superlink Galvy I think I'm good. Energon Galvy is also nice .... but he's hanging out with MP Roddy right now and I like him there.

There are a couple relatively affordable pieces that will fill some of those gaps.
Hoist (ROTF from the 2-pack with Mixmaster)
Hotspot (Titanium Hotzone is beyond awesome)
Blades (he's a little big but that's who he is supposed to be)
Lazerbeak (I forget his name but there is a Real Gear toy from the first or second movie line that makes a kickass Lazerbeak)
There are a few other easy fixes out there that are a bit pricier.

The first movie. You can see him in my post above, and I also included him in a "Soundwave & Minions" review I wrote for my website.

I know of those, but they just don't cut the mustard for me. Although that Real Gear "Lazerbeak" did double as a MP Lazerbeak and perched on MP Megs for a time.
Any Neo-G1 combiner member for me HAS to combine. They just do. Which is also why none of the Stunticons that have come out "count" for my list (although I do own Blades and Botcon Breakdown).
Although, to be honest, I have considered getting RotF Hoist as "my" Hoist. Like Seaspray or Powerglide I have no special connection to that guy ... I just didn't get him because you have to get Mixmaster, who I have no use for.

If that means I need to do some customs(G1 colored Breakdown) or use 3rd party figures(Laserbeak, Ratbat, Rumble, Frenzy, Insecticons, etc.), so be it.
