Well, Swoop gets a bit of development, too, and he's pretty much second to Grimlock as one of the more recognizable of the Dinobots. The others - Slag/Slug, Sludge, and Snarl - rarely get any real characterization (the recent Beast Hunters comic probably being the exception).

Swoops always been the smallest and most vulnerable of the Dinobots anyway (especially his wings). Sludge being the biggest of the Dinobots... has never really been clear (at best, he's as big as Grimlock when he shows up).
What's weird is, why is Grimlock so damn huge? A real T-Rex would be shorter than Prime in his robot mode. So it must be scale to Prime as though Prime were an average human's size compared to his dino mode.
Not all that surprising. Grimlock has always been bigger than Optimus in either mode, unless the plot requires him to fit in Prime's trailer.

As others have said, it'll be interesting to see if they go with the idea that "Transformers Beasts inspired legends of dragons and other mythical creatures."
