That was pretty common for those toys, Beast Wars all the way through Beast Machines. In some ways it could have been good, for example, I wish Nightscream looked like this:

The head seen on both figures in those pics is the toy's Mutant Head. No, no it doesn't. Not sure if I've ever taken a good look at Takara's version till now, but even it lacks the right color scheme.
However, it's a good figure in it's own right, and the mutant head looks really cool in my opinion. If they ever remake Scorponok the original could easily be reworked into a new character.
