Beast Wars toy question?

Ive seen the older Beast Wars figures in Rock bubble packaging and iv also seen the same figures in normal bubble packaging
Are they different figures? Or the same ones just different packaging?
im new to collecting

Packaging variances occur depending on the time of the release of a figure. I'm not entirely sure what happened during the Beast Era but rest assured the figures should be identical regardless of the appearance of packaging.

There was a slight difference with cheetor, the cat eyes were different with each release(blue, green, etc)
The rock packaging is generally worth slightly more

I believe the rock packaging is mostly for the Pre-show or very early wave figures. Such as Razor Claw, and the Bat Prime an Alligator Megatron amognst others.
While The subsequent releases of the figures used the changed packaging.
