Looks like one of the old microman gunrobo's, but has a decepticon sticker and part of a 1988 catalog with piranacon and the pretenders featured in headmasters.
Does anyone know who this guy is?

You can get one stripped (without hands & weapons) surprisingly cheap. I got a Micro Change Robo Browning for $30 on eBay and found hands for it at Cybercon in Jersey like 5 years ago. Rare and cool as it is, there just isn't the demand to drive the price up. Keep on eye on eBay and you should get lucky eventually.

It's a full inch too short and Megatron looks more obviously "bad guy" but it was one of the toys considered.
