I don't own it but I would say there are a few factors that you have to consider.
First of all is the price. I'm assuming that since you're asking about the set, you have the money to spend on it.
Second, I understand that it's a fairly big figure, being a Supreme class Transformer, so the toy itself is mainly a shock and awe display piece. BAM! Here's Devastator! Respect the stature of this toy!
You may have to consider the available space you have to display the toy since it has a significant space requirement. It's about 14" tall and just as wide, I think.
Thirdly, it's a combiner that is best in its combined mode. I haven't heard anyone say that they bought the Supreme figure for the separate vehicles. It's all about Devastator, rightfully so for the size and price, but if you want to do significantly more with the set, I don't think you really can. The Constructicons are either going to be in vehicle mode, which is alright if you like looking at construction vehicles, or combined as Devastator. If you want to display a good set of RotF Constructicons, you may have to also buy the separate Deluxe and Voyager versions of the toys.
Last but not least, do you like RotF Devastator? I mean, do you really love the character, the look, the idea of displaying it in your collection? Does the $100 price tag sound out of this world or somewhat acceptable to you considering what you think you'll get out of the toy? That should be a significant part of your decision and/or justification process for buying this.

Devastator, to me, is a mixed-bag. I like his combined mode...he's very big, makes a great assortment of intimidating threats/laughter, and he's fairly poseable, if not a little top-heavy.
What I don't like about Devastator are his individual vehicle modes. The figure, and his component parts, lack the paint detailing seen on most smaller figures, and are very...Tonka-tuff. Still...even simple things you'd expect construction toys to do...these fail at. The dump truck bed doesn't move. The power-shovel is useless because it has a big hole in the shovel. The front-end loaders shovels don't articulate, and the crane is just sad.
The cement-mixer? My God...the cement mixer.... Due to the "transformation", the mixer doesn't rotate. The worst part, however, is Hasbro decided to pop a motion-detector inside there, so that any movement will set off a cacophony of noise. Sneeze on it...it rumbles. Look at it...it rumbles.
They also lack individual robot modes, which is a let-down for me.
If you should decide to buy it...just know that you're going to keep it in it's robot mode 99% of the time.
I can't recommend it for it's current retail price.

Thanks for the indepth points on the figure!
Hmm, I'm definitely disappointed by the lack of paint detailing...it's a $100 figure for goodness' sake.
The information about how the separate Constructicon/vehicles/components lack of ability to do much pretty much makes me think that Supreme Dev is a very specialized figure.
I don't know if you can even rightly call it a "combiner" because every other combiner I'm aware of has components that are able to function, no matter how poorly, as separate Transformers as well as a combined unit. Leader Jetfire isn't the greatest figure overall but it can be its own Transformer, though the real cherry of the toy is its combination ability with Leader OP.
I wrote before in another thread that I feel like I'm only getting Devastator when buying Supreme Dev rather than The Constructicons AND Devastator.
That being said, if I had the money to spare and space set aside, I wouldn't mind owning Supreme Dev. I really do like the overall design of the character and I would like to have a figure like this for the same reason I'd like to one day have Unicron and Primus: They're great for display!
For the time being, I may see how much the Legends/EZ Devastator set will cost me. I like that little fellah too. I shall call it...Mini-Dev. Muahahahaha!

It actually looks pretty sweet in its box, it was available for $75 on Amazon with the $30 off Hasbro sale.

How's $64? Re: Devastator is Awesome!!!!!!!!!!!!

FYI, Target.com has him for $30 off, plus an extra 10% off w/ the code 4MMHDHBE at checkout. For me in Chicagoland the total comes to $64 shipped! I believe this only works in the US, however.

Re: Devastator is Awesome!!!!!!!!!!!!
While basically all the criticisms are true. I just bought the figure today and I have to say he is pretty awesome. Yes the individual vehicles lack real play value but they look cool all together and Devastator is the biggest transformer I have. My Unicron is taller but Unicron has at most half the plastic of Devy. Damn is he big. Considering I payed 70 for Unicron I saw no flaw in paying 100 for twice the plastic and electronics.
