Are you talking about the Classics Seeker null rays? I thought I remembered that they got kinda slapped down for stealing the design. I seem to remember BBTS pulling that product after that info came out... So, I don't think that's very likely.

Null-Ray Rifle
Yeah, pretty much any character can pick up a null ray, if found along the way. (And it's been a while, but I think FoC was the one with the "Ark" terminals where you could switch to weapons already earned and "purchased.") The null ray was great for sniping, not so good in closer combat.

There was a section of the game when playing as Jazz you had to use the Sniper Rifle/Nucleon Charge Rifle to progress, probably the reason for the replacement arm?
