One can slide the bars up or down with one's finger but they just slide back to where they were, they don't stay. Each Headmaster partner has a tab with different ridges cut out. This tab is what plugs into the socket on top of the body and it's these ridges that effect what stats are displayed on the torso.
So, whichever Headmaster toy one plugs into Spike into, one always gets the same stats. If one puts Vorath into Cerebros or any other Headmaster, it will always show Vorath's stats.
i've never heard of headmasters before. that sounds like a really cool concept! when did they come out??

Thanks, Tweezy

Probably the late 80s. I didn't reach that series too.

They're quite spiffy. If one looks at this picture of Stylor one can see the tab with the ridges. It's probably better to view it as three separate tabs, come to think of it. One can see that one tab (on the far right) is longer while the left and middle are about even length. That means that the left and middle bars on the torso's tech spec metre will be about the same, while the one on the right will be much higher. The longer the tab, the higher the rating (as is visible on Chromedome's tech specs here).
I read once that the Headmasters were an eleventh hour idea, where some Hasbro employee took a headless body of a TF and coupled it with a 'head' they formed from a cut up / bent doll. I don't know how true that is.

If you missed the headmasters toyline(at least the first wave) you missed an excellent line.
The best were the Horrorcon Headmasters: Snapdragon & Apeface that were TRIPLE changers and headmasters. The headmaster was the head IN BOTH MODES(robot & animal), they also changed into fighter-jets. Check them out they are awesome.
I wish they would have made more Horrorcon headmasters because they were the freaking BOMB!
Brainstorm was my favorite as a kid BTW.
