They aren't reissues. Note that the Hasbro logo is the 1980s one, packaging is the 80s one, and the amount of box wear seems to fit it's age.
There's a 90% chance it's vintage.
It's definitely not a reissue.
And another giveaway is the original long smokestacks on Prime. Current safety laws cause the smokestacks to be shortened.

To prevent some dumb kid from poking his eyes with the smokestacks.... I think it's actually to prevent them from breaking off and being swallowed (choking hazard).
