Entirely depends. Trying to go more G1? I'd go for the Voyager, I have Henkei meself. Otherwise, it's a matter of taste.

Why choose? Use both! You've got a Cybertronian Megs and an Earth Megs, and both can be displayed with other Classics-verse figures of different scales.

I like them both. Voyager one has decent size while the deluxe is too small. In my collection, voyager is the Megatron and I repainted and cutomed the WFC deluxe to Galvatron.

I favor United Cybertron Mode Megatron, myself. I tend to favor more recent depictions of Megatron and his distaste with assuming an Earth mode. I also don't particularly like the Voyager's head sculpt and "wings".

But, like most things it depends on what figures he'll be displayed with. If it's a Voyager Optimus, you'll want a bigger Megatron. If it's a Deluxe Optimus, Cybertronian Megatron is taller and bulkier than all of them.
