I don't think Devcon appeared in Dreamwave, it was 3H Enterprises.
Devcon did not have a speaking role, he was simply one of the homeless Autobots on the street sitting propped up against a wall as 'someone' (can't remember which character) walked by.
But yes, he was also a part of 3H's Wrecker's-verse.
Yep. In War and Peace #4, Devcon appears on page 11, panel 2 as Prowl, Ironhide, and Smokescreen walk by him.
