Here's what TFU has on Packrat.
http://tfu.info/1997/Maximal/Packrat/packrat.htm
Packrat is the ultimate glory hound. His penchant for stealing is surpassed only by his desire to let everyone know he did it. The other Maximals are tolerant of his sneaky and deceptive ways only because he's an effective fighter, and because he causes the Predacons more trouble than he does his comrades. His standing with his teammates reached a crossroad with the Energon armor incident. As Rhinox has said, "There may be hope for him yet."
Strength 6 Intelligence 6 Speed 8 Endurance 5 Rank 4 Courage 8 Firepower 6 Skill 6
Availability: This figure was available with Fractyl (1997) exclusively at Botcon 1997
http://tfu.info/1999/Maximal/WalmartRattrap/walrat.htm
Following the quantum surge, Rattrap gained the advantage of a meched-out armor shell and a swift dragster vehicle mode. A top-notch soldier, his fellow Maximals rely on his reconnaissance reports to locate enemy outposts. The new hot rod mode has increased his speed and agility on the battlefield, and a powerful, battle-whip blade that he wields while in robot mode has made him a powerful adversary to all Predacons.
Strength 6 Intelligence 7 Speed 9 Endurance 5 Rank 5 Courage 8 Firepower 6 Skill 7
There are no known variations of Wal*Mart Rattrap / Transmetal Packrat.
Availability: This figure was available exclusively in Wal*Mart stores in 1999.
Basicly it looks like the figure was put out as a Walmart exclusive TM Rattrap but the colours fit the Botcon character Packrat from a couple of years previously. Not sure whether Packrat was ever intended as an official name for him or not.

Wasnt intended to be packrat origonally but the colour scheme fit so well that in later fiction it was used to depcit packrat when he appeared in universe in Primal Primes squad of wreckers (and was probably the most despised of the bunch - including devcon, who was a complete ass)

Oh Ok, so he's just a generic repaint with just fan fiction for a bio, the perfect exclusive then.
Thanks guys!
