in the cartoon starscream defeated shockwave fairly easily. but in everything else shockwave would win.

Of course, Shockwave could beat Starscream with or without weapons. However, Starscream is very skillful and has null rays, which could neutralise Shockwave's main ability for a short time. Starscream could then finish Shockwave with bullets, shells, cluster bombs and/or his bare hands.
