Borg alone could take the clone troopers and sontarans. Cybermen really are only threatening to humans and people with our level of tech.

CTs are really bad shots and their armour is thin plastic.
Ss can be beaten with a blow to the probic vent on the back of the neck.
Cybermen use too much aluminium foil in their costumes. They are inferior to Daleks.
Borg are leather freaks with a body mod fetish and a vulnerability to Star Fleet teams.
They're all a bit ridiculous. Who wins depends on size of empire, size of fleet, number of troops, effectiveness of weapons, exploitation of weaknesses, etc.
I can't give an answer unless I know more about the situation.
