The reason you never saw them in a store was because they got cancelled and sent to oblivion.
I'm pretty sure the only places you can get them are online, unless you have a buddy that can hook you up with one.

BBTS and TFSource seem to have Que available. Sound wave is a different matter.

Again, Soundwave, Que/Wheeljack and Leadfoot were all canceled for the American market. They did get released in Japan by TakaraTomy, and Wheeljack was recently released in Asia by Hasbro.

Not oblivion; Asia.
eBay is probably your best bet here. There are lots of reputable sellers who ship from Asia. And if you're willing to wait for economy shipping, the rates aren't too bad.
Soundwave appeared to be flooding the (Asian) market a few months ago and he could be had for around $12 + shipping. Now I see him being sold for $22 + $12 shipping, which still isn't too bad.
Que has started to flood the market recently and I think prices are still going down.
Note that the Takara (Japanese) releases of these figures are still pretty pricey (and will likely remain so). But unless one is just obsessed with having the Takara-packaged figures, I see no reason to prefer them to the (much cheaper) Hasbro releases.
