Okay, so both Dr. M. and the pheonix can make people explode without touching them, but they've only done it to humans. Superman can survive a bullet to the eye at point-blank, so he's not exactly human. Buu can always regenerate, he never gets tired. Buu can also blow up a planet, but Dr. M. would most certainly survive, and Superman would proobably be able to survive or just fly away. The pheonix on the other hand can't breathe in space....

Between Manhattan and Phoenix, Superman and Kid Buu go down first. Buu can't survive being destroyed on a molecular level, and that's Dr. Manhattan's specialty. And Superman just goes down.
In Phoenix vs. Manhattan, I'd have to say Phoenix.

Not necessarily. A planet-powered Spirit Bomb made sure he didn't come back. He was only reincarnated because Goku asked for him to be.
