The One, Unicron and Primus are banned.

Transformers because they have Victory Saber, Dai Atlas, Omega Convoy, and Galaxy Convoy who can go toe-to-toe against star-level opponents.

All Star Wars tech can be hacked by Transformer tech. All ships and droids would become part of the Transformer army/fleet.

We have no idea if Transformers can use the Force.

I give this one to the Transformers but fighting across a whole galaxy takes a long time, even with super-fast ships. There are approx. 100 million star systems. To be honest, we've seen virtually none of them so far in fiction.
