I may be wrong, and if I am, someone will correct me.
1) The one that makes his mouth move and makes the light in the "Matrix Chamber" come on? Your batteries may be dead.
2)From what I have heard, the MP-01, -02, -04 Prime/Magnus mold holds up really well. I have not heard much about MP-03 SS and MP-05 Megs, but what I have heard suggests that they are not as stable. I only have the Hasbro realeases, not the Takara MP's so I don't know first hand.
3)All MP's have some metal, some plastic.
Hope that helps.

The button on the back of his head makes his mouthplate move. The one on his shoulder is pushed backwards more like a lever (as opposed to downwards like a button) and makes the matrix light up when it's in his chest (swing open his chest panels and lift up the cover but don't look directly at it when you push the button. It's so bright, you'll go blind, trust me.
)
I dont have Megs (so can't comment on it), but (Hasbro) Prime has alot more metal and feels more durable than Screamer. If you don't have either, and are only going for one, I would suggest the Prime mold. Unless Screamer is attatched to his flying stand, he is also less stable standing than Prime. And Prime has more poseability in his legs. Although mine does have a habit of dropping his legs off when I pick him up.

To answer your second question go to this thread **Edit, Nevermind, wrong link, I can't find the one I'm looking for** The discussion on which MP Prime to get is vast.
I think your first question has already been answered.
And if anyone else thought that this was for actual transformer instructions, http://www.tfracetrack.com/instructions/. Truly a great resource.
