I've always wondered about this. If The Fallen was manipulated by Unicron to become the first Decepticon, then what part does Liege Maximo (Another one of the first 13) play in that whole thing? Did both of them betray the Primes or what? I don't get it.

Well, let´s remember that the Liegue Maximo was created many years before The Fallen. Back then there was kind of a story about 12 beings, and then it kind of evolved into a story about 12 original Transformers.
L.M. was, apparently, one of those 12, but it wasn´t really stated. Years later we learned about another original TF, number 13, that now even has a name (Megatronus or The Fallen). The L.M. is apparently supposed to represent evil within the Transformers race, and apparently gave birth to the Decepticons. That role is performed now by The Fallen.
I guess that the real difference is that the L.M. serves himself, while The Fallen is an agent of Unicron, but they are pretty much the same generic villain... apparently.
