Tetsuo by far. Mewtwo ain't got nothing on him.

they both have phenomenal amounts of raw power, and could both likley tear apart a city without serious strain. but i dont think raw power is the deciding factor. mewtwo has much more control over his and is capable of far more accurate attacks. id give the fight to him, simply because i think he has mastered his power and has total control over it. he would be able to keep distance, keep moving and still attack with a great deal of power, i dont think tetsuo could match that.
