Those 'cogs' are part of the throwing stars, which form the hub of the wheels. The cog-parts allow the blades to fold in.
But only one side has it. If you notice in the two lower pictures.

I think that's because he has only two throwing stars. It looks like one star fixes to the left side of the rear wheel and one fixes to the right side of the front wheel. If you look at the stars in his hands you can see the same cogs.

It's part of the whole 'scary badguy' bit.
It's not anything to do with scale.

Prowl looks like the best cycle-former to date. I just wish he had a different head/face.

These two are just amazingly poseable. Both sculpts represent their cartoon counterparts and in turn suggest the characters perhaps more compellingly than I've seen in any previous toyline. Lockdown's my least favorite figure from Animated, and he's still nicely original in his transformation. Prowl is just sweet.
