Shouldn't Soundwave and the other decepticons have been punished for making Starscream emperor?

No. Soundwave and the others should be punished for not thinking of it sooner.

What I'd like to know is how they even decided he should be leader?

I guess he stayed out of the fight aboard Astrotrain (coward) and when everyone got tired he declared himself the new leader and all the other bots were like "..pfft. whatever." from exhaustion

Actually, that's exactly what he did. But that part was cut out of the script and wasn't animated.

The original scripts and story boards. It's even mentioned on the 20th aniversary DVD fan commentary.....the English guy said Starscream kept low and took position of

leader when the other

's were all wiped out from the rumble they had on the way to Cybertron. Also, I think Starscream must have offered Astrotrain ( Who I think came up with the idea of dumping Megatron and the others. Plus Starscream, I think, chose Astrotrain to do the escape, since he believed Megatron would not make it out alive from the batte ) and Ramjet something, perhaps as his 2nd and 3rd in command, since we seen Astrotrain put the crown on top of Starscream's head, while Ramjet held his guns up during the ceremony. :-?
