The Energon Downshift GuyIncognito is referring to is:
Clearly Wheeljack.
While you are likely thinking of:
Also clearly Wheeljack!...'s head.

In my own made-up fictional universe, Energon Wheeljack (Downshift) got infected with some sort of virus which caused him to slowly lose his mind... in Cybertron he became Downshift, a mad(der)-scientist type character with a new paint scheme and more brute-strength alt-mode, and by Animated he had augmented his form and his mind had degraded so severely that he was now know as...LOCKDOWN!

Lockdown and Wheeljack both existing in the classics continuity is explained by some alternate universe shenanigans or duplicate bodies or something... perhaps the Autobots tried to recover their long-lost ally but in the end the Lockdown persona was too strong to separate from his body and so they were forced to use an earlier backup of Wheeljack's psyche/spark/whatever to download into a new body.
