They aren't calling the movie "Prime Directive". "Prime Directive" is the name of the prequel comic mini-series.

Unless the pre-release I've got here differs from the published version, "Prime Directive" isn't on the comic -- it's just the title it was solicited with Diamond by, probably because a few retailers will recognise the film by that title.

It was the title on the leaked draft of the script, also, though it does appear to have been done away with.
