Batman would win. He's stood up to Darkseid, Mongul, and Desparo before. And he killed Darkseid in Final Crisis. Sorry, but not a single person in the Naruto mango or animu could take down either of those three. Also Batman's mentally conditioned himself against actual psychic assault. It's why characters like Dr. Psycho don't know his secret identity despite being within their effective range. Combine that with the fact that Batman is in the top 5 smartest men on his Earth and he's going to figure out that the seemingly one eyed guy's eye has special properties when he lifts the covering he keeps over it. I don't think Kakashi is the type of guy to stab someone in the eye to take away a powerfsource/threat, but the God Damn Batman is.
