Not unheard of. My hometown of Jackson Michigan had it's own Superheroes in the form of Captain Jackson & Crime Fighter Girl

All he did was walk around downtown, looking into buildings and seeing if everything was ok, if it wasn't he'd call the cops.

Then one day Captain Jackson got drunk, and when some small kid said he wanted to be a superhero, Captain Jackson punched him, and according to the Absolute Michigan, got caught drunk driving.

Illinois also has Mr. Silent and Dr. Discord, who kind of look like a cross between butlers and goth kids.

there's a bunch of others, none of them really do much impressive though, just walk around and call cops if they se anything, I want one to actually swing down and beat up a mugger or something. kind of a dissappointment
