Sorry if this is the wrong board for this sort of thing, but I wasn't able to find any kind of non-transformers related news section.
Is anyone here worried about this? From what I hear, it's very similar to what SOPA is, in as much as it allows internet service providers to check out what you're doing so that companies can protect their copyrights (that's only part of it, as it also deals with issues such as manufacturing, trade, and such between different countries).
I think it's worth looking into for yourselves, and I should also note that there's various websites with petitions you can fill-out to demand governments make the information public instead of secret, or to demand that they not sign the agreement. Of course, I should add that you should use discretion when filling out anything online.

For those lazy Seibertronians here is a link to an article about this issue by the Electronic Frontier Foundation, a pressure group devoted to maintaining digital civil liberties:

Without actually looking into this in detail, my initial feelings are that I inherently distrust things done by governments that lack transparency. However, my own country (the UK) is not a signatory so I'm not overly concerned about my own civil liberties - but it will have repercussions for the way I use the internet.

It's safe to assume that I'm just taking the piss.
