1.) Did Dreamwave ever publish Issue #11 of their Generation One, Vol. 3 series?
2.) Where can I purchase Fun Publication's "Cybertron: Balancing Act" and similar story arcs?
3.) Is there any word from IDW on the subject of the next "Spotlight" issue?

No, though the uncolored artwork is out there on the interwebs.

2.) Where can I purchase Fun Publication's "Cybertron: Balancing Act" and similar story arcs?

Balancing Act was published by IDW, though it might be out of print now. As for the rest, you have to be a Collector's Club member to access it.

3.) Is there any word from IDW on the subject of the next "Spotlight" issue?

Nope.
