Huh? Dreadwind and Darkwing aren't Buster and Hydra.

The only thing the American-only characters have in common with the Japanese-only characters is use of the same mold. Their background and personality are completely different.

That's true for almost everyone in Masterforce. And all of the Headmasters (no Nebulons in the Japanese). Not sure about Victory though, I don't think those guys made an appearance outside Japan.
