Is this going to be a TRU exclusive like the other encore re-issues were?
Also, is this the first encore released since Soundwave a few years back?

Looking for the Megatron gun (or just the stock) that came with 20th anniversary MP Optimus Prime.

Encore is a Japanese only line. In the western world its not available anywhere but online stores. TRU in the west does not carry Encore. TRU in Japan most likely does carry Encore.
Hasbro has no plans to release this in the west, so it won't be available anywhere.
Devastator is Encore #20, Soundwave was Encore #3, Takara has since released 16 other Encore figures.

Hasbro releases its G1 figures under the Commemorative Series banner some times.
Others its under the current line. Soundwave was followed by the Insecticons, Perceptor, and the online exclusive Seacons. There was also a Blaster released as an exclusive to the 2010 SDCC.
Hasbro has no plans to release this in the west, so it won't be available anywhere.
